Flying from a VTL country to Singapore on a VTL flight

14-day travel history

Travellers must not have any travel history outside of Singapore and/or VTL or Category I countries/regions (Hong Kong, Macao, Mainland China, and Taiwan) in the past 14 days to be eligible for the VTL flights.

Any time spent in Singapore prior to travelling to a VTL country counts towards these 14 days. For example, if you are based in Singapore and travel to Germany (VTL country), you do not need to spend 14 days in Germany and can return to Singapore on a VTL flight anytime.

You can visit multiple VTL or Category I countries/regions on the same trip and still be eligible for VTL flights. However, please note that certain countries might impose Covid-19 tests and/or quarantine upon arrival.

Transit countries are considered part of your travel history. You will not be eligible for a VTL flight if you have transited through a non-VTL country within the past 14 days.

Learn more about how your travel history is determined here.

Vaccinated Travel Pass (VTP)

Short-term visitors and Long-Term Pass holders must apply for a Vaccinated Travel Pass (VTP) up to three days prior to their intended date of entry into Singapore. Children aged 12 and below (as of calendar year) are exempted.

Travellers from countries whose vaccination certificate meets EU DCC standards and have joined the EU DCC system can also apply for a Vaccinated Travel Pass. However, these travellers must ensure they meet all existing VTL requirements, including a 14-day travel history consisting only of Singapore, Category I countries/regions, and any VTL countries.

Singapore citizens and permanent residents are not required to apply for a VTP. However, if vaccinated overseas, they can attach their overseas vaccination certificates when submitting their SG Arrival Card for a smoother immigration process. Permanent residents must also ensure they hold a valid re-entry permits.

*For travellers who have recovered from a past Covid-19 infection, they are considered fully vaccinated if they had one dose of a vaccine of a type that is acceptable to the Singapore Government, administered at least 28 days after the date that the passenger first tested positive. Such a traveller must also present a recovery certificate or discharge memo to prove that he or she had recovered from Covid-19, unless he or she has a European Union Digital COVID Certificate (“EU DCC”) of vaccination, a National Health Service (“NHS”) COVID Pass of vaccination or a Northern Ireland COVID Certificate.

VTL travellers who have taken an on-arrival test at their destination country may present the on-arrival test result as the PDT result if it fulfills all requirements.

  • An on-arrival PCR test at Changi Airport. (Pre-book and pay for it here.)
  • You must travel directly to your accommodation on private transport after your test and remain there until you receive a negative result.

  • Self-administered ART tests are required from Days 2 to 7 post-arrival, with your day of arrival considered Day 1.
  • For Days 2, 4, 5 and 6, you are required to self-administer an ART at your place of accommodation and upload the test results online using the link sent to you after arrival in Singapore. Self-test ART kits authorised for use in Singapore can be purchased at most clinics, pharmacies, and e-commerce platforms.
  • For Days 3 and 7, you are required to undergo a supervised self-administered ART at a Combined Test Centre or Quick Test Centre. You will be provided a link via your contact details to book these tests.
  • You must test negative on your self-administered ART before you can leave your accommodation for that day. This does not apply on Days 3 and 7 when you are required to go to a centre for your supervised tests.

*VTL Travellers entering Singapore after 23 January 2022, 2359hrs (Singapore time) are no longer required to undergo supervised self-administered ART on Day 3 and 7. Instead, they will only be required to take unsupervised self-administered ARTs from Days 2 to 7 post-arrival if they wish to leave their place of residence or accommodation. Travellers do not need to submit their ART results, but must test negative before going out.

Singapore Airlines offers travel insurance from France, Germany, Malaysia, South Korea, Switzerland, the United Kingdom, and the United States.

All visitors must use the TraceTogether app in Singapore to facilitate contact tracing. After leaving Singapore, the TraceTogether app data must be kept for 21 days.

If any VTL requirements are not met, Singapore citizens and permanent residents must serve a seven or 10-day Stay Home Notice (SHN) upon arrival, depending on their travel history.
